Twenty eight libraries are to stay open across Birmingham after a campaign led by activists, children and celebrity authors.
The authority is planning to cut about £148m of spending, while increasing council tax by 7.49% in the coming financial year.
Campaigners have vowed to continue to fight cuts to Birmingham's library service after senior councillors signed them off.
