Wisconsin Gov. Tony Evers is reviving his plan to let voters repeal and create state laws without legislative involvement, this time through the state budget. The plan, made public on Monday, comes the same day the Legislature kicks off its two-year session.

Evers’ proposal for a “binding referendum” process would allow citizens to put proposed measures before the electorate for ratification.

Democratic Wisconsin Governor Tony Evers has renewed his push to empower voters with the ability to create and repeal state laws independently of the Legislature, a proposal Republicans have opposed in the past.

Wisconsin Gov. Tony Evers is proposing a requirement that the Wisconsin Legislature allow citizens to propose binding referenda to enact statutory and constitutional changes through a majority vote at the ballot box and without the Legislature’s approval.

Past attempts — including as far back as 1914 — to establish citizen-led initiatives in Wisconsin failed. No new states have enacted it since 1992.
