Donald Trump has retained temporary control of the National Guard in Los Angeles, an appeals court has ruled, in a major blow to California Governor Gavin Newsom. The late-night decision by the 9th U.

The order, which takes effect at noon Friday, said the deployment of the Guard was illegal and both violated the Tenth Amendment and exceeded Trump’s statutory authority.
